You can either apply the flower directly onto the background fabric with the papers still on, and once it is applied, make a little cut on the back of the fabric and take out the papers.
Or you can take out the papers in the first place, iron the flower, and apply the piece onto the background fabric.
Both methods are perfectly fine. Use the one you feel more comfortable with.
